I am having the same problem and wondered if there are any updates on this
issue. It seems to me that It would be no problem at all for Microsoft to

I've had this exact same problem, but i dont have a system that hasnt been
updated to get the file from.... is there anything else i can do?

It worked great -- thanks so much! You've saved me a bit of head-beating
myself.
For future references (or for anyone else this thread may help out), the
file that had changed between the old version and SP3 is PENUSA.DLL. I
copied that file over and everything worked.

This is what I did to fix the problem.. I took the files from C:\Program
Files\Common Files\Microsoft Shared\INK from a system that had not been
updated and copied them into the folder of the updated computer.
Works great! I've been banging my head against a wall for several hours
myself...
